Get a website and promote yourself online
Make sure you are listed in all phone directories and local magazines and anywhere else you can list your info
Network with local businesses by joining your local chamber of commerce or like networking groups

Marketing strategy should be fit with the kind of business you are running. If it is a micro, Small, Or big business. You should consider those things. But if you really determined to be known your salon, Try posting it in internet, by the way you can post it either on friendster or other website for free. or post some pamplets or posters. And if you know lots of people try encouraging them to promote your business.

An idea that can get you new clients while building up your name in the community AND get you free publicity on the local news.
You can organize a benefit for a local woman’s shelter (the YWCA perhaps) For every regular client you will give one woman from the shelter a freebie. Give the regular client a discount as well. Create a one sheet press release and send it to the assignment editors at your local news stations and to the Human Interest or Editor at large at the paper. You could probably put this together in 2 weeks or so.
Another way to get together with a local designer or boutique to put on a charity fashion show. Same press release protocol as above. Your company name, address and a coupon can be in the program that every gives out (you can get these printed for free if you also include a local printer, get drinks and snacks free as well if you include a local caterer)
You could offer a limited free service for every wash and cut, like make up application or a manicure (basic stuff)

But even word-of-mouth has a different level of intensity / impact. Example: Just asking people you know to spread the word of a new salon is not very effective if you didn’t include a gimmick in your message.
I’m not sure what kind of gimmick would be good for a salon, but just to take a shot; something like "tell them that i’ll be holding a contest for the youngest/oldest/most beatiful/etc patron each week, the prize is a 100$ hair tonic"
or…
"tell them that i’ll give free hair treatment for twins"
Use your imagination, based on what you have. I would suggest giving away free prizes – it’s a sure kill.
